The 180 degree rule is where you have a scene, normally you have two actors, you then draw a virtual line threw both of them. you then place the camera on one side and can only move it along the arc. It has to stay on one side as otherwise you may risk making the audience feel lost, as when the camera is on one side and there is a shot reverse shot and there is a conversation taking place it looks like the actors are looking at one another. however you can break the 180 degree rule when the scene requires it. for example when you want to make the audience feel lost, as the character is as well.
